A previously deported illegal alien, Franklin Viera Guevara, 29, and his girlfriend, Wedni Del Cid Rodriguez, 47, were arrested in Fairfax County, Virginia, after police found two young boys, aged seven and nine, chained to a post inside their apartment. Guevara and Rodriguez face charges of child neglect, cruelty, and abduction.

On August 15, police were alerted to the apartment after one of the boys sent a picture of his chained ankle to his sister, who then called the authorities. Officers discovered the boys’ ankles chained to a post near a cot. Guevara and Rodriguez defended their actions, claiming they were trying to “scare” the boys to prevent them from leaving the apartment.
Guevara was previously deported in 2019 after being arrested near the U.S.-Mexico border in Texas. He later re-entered the U.S. illegally and settled in Fairfax County. Guevara is being held without bond, while ICE has issued a detainer for his custody. Rodriguez has been released on bond.
